The Republican Unitary Enterprise for Supervision on Telecommunications "BelGIE" (State Supervision Authority, hereinafter – State Enterprise "BelGIE") was established by Order of the Ministry of Communications and Informatization of the Republic of Belarus No. 77 dated June 27, 1996. The form of ownership of the enterprise is republican. The founder and government body of State Enterprise "BelGIE" is the Ministry of Communications and Informatization of the Republic of Belarus.

In accordance with the Law of the Republic of Belarus "On Telecommunications" and the Charter, State Enterprise "BelGIE" is the telecommunications state supervision authority.

KEY OBJECTIVES OF THE ENTERPRISE

• Ensuring protection of the radio frequency spectrum and its efficient use
• Radio frequencies or radio frequency channels assignment
• Ensuring electromagnetic compatibility of radio communication systems and (or) HF-frequency equipment
• Ensuring international legal protection of radio frequency assignments of the Republic of Belarus
• Control compliance by legal entities and individuals with established requirements for the development, production, design, adjustment, operation and importation into the territory of the Republic of Belarus of radio communication systems and (or) HF-frequency equipment
• RF monitoring
• State supervision for telecommunications
• Emission control of radio communication systems and (or) HF-frequency equipment
• Another competency in accordance with the legislation

KEY FUNCTIONS OF THE ENTERPRISE

• Operational spectrum management on the territory of the Republic of Belarus
• Monitoring of the radio frequency spectrum and its occupancy assessment
• Ensuring electromagnetic compatibility of radio communication systems and (or) HF-frequency equipment
• Coordination of radio-frequency channel arrangements
• Assignment of radio frequencies and radio frequency channels
• Implementation of administrative procedures and performance of related works and services
• Implementation of international coordination, notification and recording of radio frequency assignments of the Republic of Belarus, including at the request of radio-frequency bodies that carry out operational management in the field of the spectrum usage for special-purpose radio communication systems
• Interaction with telecommunication administrations and (or) authorized organizations of foreign states on issues of international coordination, notification and recording of radio frequency assignments, as well as preparation and conclusion of special agreements
• Implementation of international coordination, notification and recording of radio frequency assignments of the Republic of Belarus, including at the request of radio-frequency bodies that carry out operational management in the field of the spectrum usage for special-purpose radio communication systems
• Implementation of state supervision over:
• compliance with established standards for radiation characteristics, usage rules of radio communication systems and (or) HF-frequency equipment;
• design and construction of networks, systems and structures of telecommunications and adjustment of radio communication systems and (or) HF-frequency equipment; - radio frequency spectrum usage;
• the legitimacy of connecting radio and telecommunication systems of legal entities and individuals to the public telecommunication network;
• fulfillment of mandatory requirements for compliance with technical regulatory legal acts in the field of technical regulation and standardization.

• Fulfillment of tasks for the functioning of the national segment of the Internet network
• Performance of certain functions of a jurisdictional budget revenues administrator
• Performance of certain functions of the working unit of the State Radio Frequency Commission
• Performance of other functions in accordance with the law
